Ideas for the Future

  • Tighten penalties for DUI offenses. First offense; mandatory 90 day treatment program for convicted and family of convicted. Second offense; impound vehicle for 90 days and remand to 90 day treatment program for convicted and family of convicted. Third offense; mandatory prison time.

  • Secure permanent funding in budget to pay for GED certificates awarded to West Virginians who complete training.

  • Eliminate imposition of state tax on Social Security benefits of retired senior citizens.

  • Revert the 911 fee on wireless telephones from three dollars to seventy-five cents.

  • Establish a program to inventory greenhouse gases.

  • Create an Address Confidentiality Program for Domestic Violence Victims

  • Provide rape victims with reliable emergency information regarding pregnancy and abortion, and provide victims with emergency contraception if they desire.

  • Include sexual orientation and disability as a bias-based crime civil rights violation for the purposes of criminal responsibility and add “sexual orientation” to the categories covered by the Human Rights Act. Prohibit discrimination based upon age and sexual orientation.

  • Authorize pharmacists to administer immunizations.

  • Reform absentee landholdings with imposition of a land reform tax on holdings in excess of two thousand acres.

  • Impose ten percent flight tax on corporations idling or transferring operations in West Virginia to offshore or overseas sites.

  • Reduce business and personal state tax by converting to a simple automatic transaction tax between buyers and sellers.

  • Provide tax incentive to federally insured banks chartered or doing business in West Virginia that create simple savings programs with generous interest rates to encourage safe savings accounts for citizens.

  • Increase penalty for the unauthorized practice of medicine and surgery or as a physician assistant.

  • Ban all-terrain vehicles from all paved roads and require operators and passengers to wear helmets.

  • Protect consumers against the sale or adoption of sick or underage pets. Strengthen regulations and laws governing the care and protection of domestic and exotic animals. Establish a designated funding stream to expand shelter facilities.
